Job Description: As a program analyst performs functions which meet the day to day and long range management needs required for Operations and Maintenance (O&M), Flood Control and Coastal Emergencies (FCCE), General Regulatory, and Mississippi River & Tributaries Operation and Maintenance (MR&T) funds control. This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for full time telework. Job Responsibilities: Formulates the Operating Budget by obtaining, assessing and monitoring all aspects of Operations, Readiness and Regulatory Division direct and indirect costs; to include 3 separate overhead accounts. Incorporates, monitors and reports status of Regional Function Group guidance. Performs analysis of actual expenses to determine correctness of charges and, if discrepancies exist, resolves discrepancies with the appropriate organization. In a program operations setting assists supervisors in maintaining funds control, provides primary P2 support for assigned projects comprising the overall O and M, MR and T,FCCE, and General Regulatory programs for the entire district. This entails project controls review and analysis of all operation and maintenance work programmed by Engineering and Construction, Real Estate, Planning, and Operation, Readiness and Regulatory Division, past performance for specific work. Prepares special and recurring obligation and expenditure reports of a complex nature from CEFMS database as required. Confers with personnel in other Divisions, Branches, etc., in connection with developing desired information for reports, and F and A analyses. Analyzes obligating documents as to correctness of codes and appropriations, the periodic review of general administrative overhead rates, technical indirect overhead rates, and Government contributions. Job Requirements: Specialized Experience: One year of specialized experience which includes assist by generating output from a variety of administrative and/or technical program applications; monitoring project schedules; and assisting in the budget evaluation process by performing duties such as, tracking obligations and expenditures, preparing budget submissions, coordinating cost estimates, or allocating project resources. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience: One year of specialized experience which includes analyzes budget requests, obligation and expenditure documents, overhead rates, and project's direct appropriated funds; recommending corrective actions to project schedules and/or submissions; and Formulating budget submissions, project schedules, funding requirements, and/or milestones.
