The Office of Emergency Operations (NA-40) will administer and direct the implementation and integration of emergency management programs across the Department. Job Responsibilities: The incumbent is expected to provide executive level leadership and direction for an NNSA program office with major national security responsibilities, including (a) serving as DOE's primary point of contact on all emergency management activities, developing and issuing all policy; procedures, and guidance and overseeing Implementation of DOE's all-hazards Emergency Management Enterprise, (b) establishing a strategic framework and annual budget proposal that conforms with Presidential direction, the DOE and NNSA Strategic Plans and Administrator's guidance, (c) supervising the federal and contractor workforce assigned to Office of Emergency Operations (NA-40); (d) represents the Emergency Management Enterprise in interactions with the congress, other Executive Branch agencies, the public, and foreign governments; and (e) assuring effective and efficient execution of the Office's mission. Oversees the work of the Deputy Associate Administrator for Emergency Operations as well as selected front office staff. Leads and oversee overall strategic efforts, in close coordination with the Deputy Associate Administrators who provides direct supervision of the four office directors and the offices within NA-40. Leads the development and issuance of all DOE and NNSA Emergency Management policies and plans. Coordinates policy formulation and responsible for the implementation of DOE's Emergency Management System for DOE and NNSA sites, facilities, and other offices with crosscutting mission responsibilities. Job Requirements: CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.
