Job Description: The purpose of this position is to serve as a senior concessions management specialist and perform analytical and operational work in support of the Commercial Services Program. Job Responsibilities: Apply law, regulation, policy, procedure, and contract provisions in order to monitor and evaluate performance of large commercial service operations. May serve as the park program manager to develop competitive and professional prospectuses for solicitation of offers, ensuring that Park Service requirements are successfully fulfilled. Review and evaluate required reports, programs, documents, and other data (e.g., annual maintenance plans, risk management programs, environmental management programs) to confirm compliance with terms and conditions of the contract. Collect and monitor significant contractual, operational and safety performance data of concessionaires. Provide advice, assistance, and direction to park managers and staff regarding commercial services (e.g., development of concession operating plans, contract issues). Coordination and support is typically detailed and intensive. Maintain an enhanced and current awareness of local economic trends and analyzes those trends as they relate to commercial services within the park. Formulates funding needs and develops long-term plans for the effective management of concession programs and expenditures at the park level. Interact with internal and external stakeholders (e.g., concessioners, concessioner attorneys, park/Region, Washington staff, legal advisors) to resolve differences and achieve NPS objectives related to a variety of frequently difficult and complex commercial service issues. Plan for, coordinate, and evaluate the work of large scale contractors performing significant real property inventory and condition assessments. Job Requirements: U.S. Citizenship required.
