Job Description:

Under the general direction of the Associate Director of the Complaint Resolution Unit and in coordination with the Staff Services Manager I of the Complaint Support Unit (CSU), and the Division Director, the Associate Governmental Program Analyst (AGPA) provides analytical support to the units in the division responsible for processing and investigating special education compliance complaints: the Complaint Resolution Unit and the Complaint Investigation Units I and II. The analysts are responsible to provide technical assistance to parents and others regarding compliance and resolution in accordance with the Individuals with Disabilities Education Act (IDEA) and related laws and regulations, as well as referrals to allied agencies; and to perform varied, complex technical tasks related to the opening of incoming complaints, the processing of complaints, the analysis of completed investigation reports and conducting follow up of corrective actions.

Job Responsibilities:

  • Receives and screens customer calls either for direct response or for log in and distribution to consultants. Provides information related to procedural safeguards under the IDEA and provides technical assistance related to resolving problems within special education.
  • Assists in both telephone and written complaint intake, including screening of complaint requests.
  • Reviews completed complaint investigation reports to ensure: accuracy; conformity with department and unit guidelines, standards and policies; coherence; and correct application of special education law; and provides recommendations to management.
  • Monitors corrective actions by communicating with local educational agencies (LEAs) and complainants; tracking due dates; analyzing evidence of compliance; and working collaboratively with investigators to determine resolution.
  • Prepares draft letters to LEAs, complainants and parents per department and units’ procedures and standards.
    Performs tasks related to the preparation, packaging, mailing, and distribution of complaints; prepares written responses to inquiries;  and drafts correspondence.
  • Monitors and tracks the status of complaints within the complaint database, from receipt of complaints to the completion of complaint reports.
  • Utilizes various software packages, including Word, Excel, and Access.

  • Ability to exercise initiative, independence, conduct research and evaluate complex issues and data leading to investigation based recommendation of resolution or next steps in the complaint process.
  • Ability to handle communications from external callers which may be unwelcoming and/or intense.
  • Ability to work on multiple projects at the same time.
  • Proficient in Microsoft Office Suite, especially Word and Excel.
