Job Description:

This position is located in the Department of Commerce, National Telecommunications and Information Administration (NTIA), Office of Spectrum Management (OSM), Washington, District of Columbia. The primary purpose of this position is to provide leadership and technical advice in the areas of radiocommunications technology, spectrum policy, strategic communications, and legislative engagement.

Job Responsibilities:

  • Guides and supervises staff of senior telecommunications and radiocommunications technology experts to address spectrum policy issues.
  • Develops objectives, policies, plans, and strategic messaging.
  • Develops and coordinates responses to spectrum policy inquiries or proposals (e.g., congressional inquiries, draft legislation, Government
  • Accountability Office recommendations) and Federal Communications Commission (FCC) spectrum related matters.
  • Participates in spectrum policy planning activities with other government agencies.
  • Represents NTIA on spectrum management matters with outside organizations (e.g., leading or serving on interagency or international groups to develop radio frequency spectrum policy recommendations or technical standards).
  • Establishes and maintains liaison relationships with other Federal agencies, Congress, trade associations, the telecommunications industry, foreign experts, and regulators to influence spectrum regulatory or legislative developments.
  • Prepares documentation to present NTIA’s views, recommendations, and positions.
  • Provides expertise and influences spectrum policy decisions in FCC proceedings and in response to congressional inquiries and White House requests.
  • Evaluates and analyzes current programs and policies to resolve problems related to spectrum management and telecommunications.
  • Isolates and defines regulatory and policy issues, coordinates and integrates program areas with other projects to resolve critical, cross-cutting problems in major telecommunications policy programs.
