The Kentucky Department of Education is a premier service agency of the Commonwealth of Kentucky. The department provides resources and guidance to Kentucky’s public schools and districts as they implement the state’s K-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities.

The Kentucky Department of Education (KDE), Office of Finance and Operations (OFO), Division of Resource Management, Physical Resource Branch, Physical Compliance and Assets Section in Frankfort (Franklin County) has an opening for a federally funded time limited Program Coordinator.

This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

Job Responsibilities:

  • Executes administrative functions for the federal Emergency Assistance to Non-public schools Program (EAN) Coronavirus Response & Relief
  • Supplemental Appropriations Act, 2020 (CRRSA Act) by reviewing & processing requests related to statewide inventory, materials, & equipment for non-public schools for equipment procured.
  • Utilize EMARS to review, record & make appropriate changes to technical purchases & expenditures over the five-hundred-dollar threshold.
  • Plans, organizes, & reviews the work of non-public inventory officers within the department & school districts to ensure compliance with regulations.
  • Reviews inventory excel spreadsheets from non-public schools for compliance. Ensures purchases are acquired through EMARS. Conducts audits to ensure equipment is verified, in compliance with EAN custodianship regulations & submits for documentation to federal/state agencies.
  • Provide technical assistance to non-public inventory officers in interpreting departmental policies & procedures regarding federal & state documentation.
  • Writes, prepares and submits reports for department, federal and state agencies including but not limited to school district reports, compliance reports, EMARS reporting. Work with federal auditors on annual reporting.
  • Performs other duties as assigned.
  • eMARS experience is preferred, but not a requirement

The Kentucky Department of Education (KDE) participates in E-Verify and will provide the federal government with your Form I-9 information to confirm that you are authorized to work in the U.S. KDE will only use E- Verify once you have accepted a job offer and completed the Form I-9.

Job Requirements:

  • EDUCATION: Graduate of a college or university with a bachelor’s degree.
  • EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in management or administration.
  • Substitute EDUCATION for EXPERIENCE: A master’s degree will substitute for one year of the required experience.
  • Substitute EXPERIENCE for EDUCATION: Administrative or business experience will substitute for the required education on a year-for-year basis.
