The Department of Commerce & Economic Opportunity (DCEO) is looking to hire a Regional Economic Development Manager. This position will join a field team of fourteen managers in the Regional Economic Development (RED) bureau to serve as the face of the DCEO in communities statewide.  Team RED works with businesses, economic development organizations, chambers of commerce, consultants, legislators, and other stakeholders to develop and execute strategies for regional economic development, coordinate workforce development efforts, business development/attraction/expansion, local investments, and partnerships.  Most importantly, Team RED represents the State to communities to bring programs, dollars, and new ideas to help their economies grow and attract businesses and jobs with an equity lens.  If you are interested in joining our team of compassionate and community-oriented managers, we invite you to apply for the Regional Economic Development Manager with DCEO.

Job Responsibilities:

  • Promotes the Office of Regional Economic Development (Team RED), business and economic development programs to executives from major industry firms, small and large business entities (located both internally and externally to region), and local government officials.
  • Identifies business opportunities for assigned region and to the State of Illinois to promote economic development and job growth to assigned region.
  • As an account manager, initiates project development and manages all aspects to final outcome.
  • Identifies and understand the economic assets and liabilities specific to the regional environment; develop goals and strategies to achieve local development.
  • Prepares and presents comprehensive speeches and presentations of programs and services available through DCEO.
  • Creates marketing presentations regarding financial incentives and programs that can be offered by the State of Illinois for specific business ventures that market the region to prospective business clients.
  • Researches economic development resources and compiles information to identify economic assets and liabilities.
  • Presents plans to service organizations, chamber groups and other business organizations.
  • Conducts. comprehensive reviews of financial feasibility and identifies resources available through DCEO and other government entities; develops incentive packages that incorporate multi-agency resources and incentives
  • Responds to individual client needs, mobilize both internal and external resources to support the project, and serve as an inter/intra agency contact until project completion to ensure all involved government entities complete project components.

Job Requirements:

  • Requires knowledge, skill and mental development equivalent to the completion of four years of college in economic development, marketing and business administration.
  • Four or more years of progressively responsible administrative experience in business development, marketing, stakeholder engagement, sales, or economic and workforce development. (I.E Community Relations, Business Attraction, Expansion, Retention, External Affairs, government affairs, project management, strategic planning, small business support).
  • Two or more years of experience in federal, state, or local government.
  • Master’s Degree in Business Administration, Economics, Urban Planning, Public Policy, or Public Administration.
  • One or more years of experience in a Customer Relations Management System (CRM) (Sales Force.com).
  • Economic Development of Finance Professional Certification or a Certified Economic Development Certification.
  • One or more years of experience in analyzing and reporting on outreach and stakeholder engagement data.
  • Requires three years professional experience in business and economic development.
