Job Description:

This position is responsible for providing management, supervision, coordination, and leadership for the department’s comprehensive departmental communications program. DCF’s communication program disseminates complex, technical, and often controversial information on various policies, initiatives, legislation, issues, and accomplishments to a wide audience, including counties, the governor, the legislature, partner organizations, non-profits, civic organizations, the general public, and the media. This position will work with all DCF divisions and programs in the implementation of a department wide communications program. This position will work with DCF program areas to identify, analyze, and evaluate issues, events, or trends that would have an impact on departmental programs and initiatives. This position will advise the Secretary’s Office about ways to respond; and directs the development, review, and publication of information and materials.

This position oversees all standards, policies, and procedures related to DCFs websites and publications and oversee the development and distribution of DCF program communications. This position is responsible for ensuring DCF stakeholders, partners, and the public receive accurate, timely, and consistent information regarding the department’s programs. This position will have substantive interaction with agency leadership, external agencies and their leadership, the public, and members of the press. This position is responsible for the oversight and implementation of communication strategy and publications as it relates to DCF programs (i.e. child welfare, childcare, W-2, child support, etc.)

This position is responsible for the supervision of staff. This position develops and maintains working relationships with administrative and professional staff within the department, and external to the department including journalists, other state government entities, the legislature, and the public.

Job Requirements:

  • Project management experience (establishing project deadlines, developing work groups, etc.)
  • Experience writing content for an agency or organization (written communications, editing publications, manuals, etc.)
  • Experience providing communications-related training (policies, procedures, etc.) to agency staff and/or organization
  • Experience creating communications plans for an agency or organization
  • Experience developing and implementing communication related systems or structures (policies governing communications activities, processes for staff to leverage communication resources, workgroups to handle communications issues, etc.)
  • Experience managing or supervising staff in a professional setting (evaluating staff performance, managing operations, etc.)
